Why can't I find a landlord who accepts DSS? SURREY AREA.?

I've been looking for well over a month for a property, because of my situation i am entitled to some DSS help but most estate agents and landlords turn their nose up at me. I'm on maternity leave until March and then only part of my payment will be DSS. The council have said they won't give me a council house for at least 3 years as I am not in desperate need, but I am because I'm currently sleeping on my mum's sofa with my baby in his cot. Can anyone give any good tips or advice on what to do find a home? Thank you.
