Public college funding?

uh, i'm writing an essay and i don't wanna sound stupid by writing the wrong info. i just wanted to confirm something. i heard that public colleges are primarily funded/subsidized through property taxes, right? i'm specifically referring to the ones in california, (uc, csu, ccc). also, i think some time ago, a prop was ped that reduced property taxes which is why tuition fees increased? could someone give methe name for that prop or refer me to an article that answers my questions? thx
